Travelling vendor or Convoy as a wholesale scrap trader

"Kevin, forgive me if this has been suggested before but why not set a 10 minute timer at Bandit camp scrap exchange that resets after an hour with an announcement so everybody in line knows. A lot of scrap can be generated in 10 minutes time and it will force players to adjust how much metal or other items they bring to a 10 minute interval. It will also teach nubs who do not know what they are doing from holding up the line...of course I realize this brilliant idea is easier suggested than done because i don't have to code it..."My take on it:
I think a cooler version of this would be to convert a travelling vendor to accept trades, and have it wander the roads from time to time buying your goods at wholesale prices (less than bandit) but be able to sell a full inventory. Example would be 1 hqm is worth 2 scrap at bandit, travelling vendor will buy everything you got for like 1.25 or 1 scrap per hqm, except the minimum amount of hqm the vendor will accept is like 6 stacks or 1 stack or something, you get the gist. You can sell it easier and faster but will take a net loss on the wholesale transaction compared to selling to bandit.
Maybe even a weekly sales event, like the world boss. Could add another component to it and use the convoy to protect the wholesaler, which could require players to eliminate the convoy guards before sales can be done, similar to the cobalt scrap transport except with the actual travelling vendor instead of looting scrap from it.
