Award XP for completing raid bases

Currently raid bases are mostly done for fun, the loot in some of them doesn't cover the raid cost, would be nice to at least get some XP when completing a raid base. No one wants to do the easy ones since they're not that attractive rewards-wise so they end up being there for a long time and preventing other raid bases from spawning (I guess? never saw multiple ones this wipe)
