Toggle Perks

Lately I have been interested in making the game more exciting by playing with self-imposed limitations. Along these lines, it would be fun to disable perks that are on by default to return to a more vanilla-like experience, or disable all the XP perks altogether.

Hey Hewy, thank you for the suggestion. We'd need to brainstorm about this a bit, so what were you thinking? Just level perks? Playtime perks? Can they be re-enabled? Something like /hardmode?
