There is a mod that makes the public quarries and exvac individualized. Everyone can use them but it is solely theirs, that way people can use it "at the same time" without interfering with others. There has been numerous "arguments" in the global chats this week about the wait list for these things, I think this would resolve that and be more efficient game play for all. Could still apply cool downs ?
