limit foundations per person to 50 but able to unlock more via the xp tree to 100 total foundations.

Limit twig to 20 foundations before you have to upgrade them, 200 is wayyy too many and still allows people to take massive areas of the map that are locked off for 7 days at best, the entire wipe at worst.

The total foundation limit should be 200 once upgraded, VIP get 250?
