Cargo Ship and Harbor event

I think it would be great to run the cargo ship and harbor event more frequently. I barely see it.

Thank you for the suggestion. We have added an additional cargo ship that is more difficult than the vanilla one (which is on a different spawn timer). So more cargo ships and variety.
