Arbington Rank Private Room Upgrades

I notice a common issue on the server where everyone no matter how long they have been on the server, all still wait at bandit and outpost to trade. my proposed fix

Add and additional bandit scarp trader inside of the private rooms at Arbington
in addition a diesel exchange trader would also be a huge upgrade to arb private rooms

I believe this change would be beneficial to the overall late game use of Arbington since the only current use is for dlc items or pumpjacks/quarrys. And the private rooms only ever get used on wipe day for their workbenches.
